Who’s Cleared to Apply for BEAD Broadband Funding? See Our State-by-State Lists

Which network operators have been cleared to apply for funding in the $42.5 billion Broadband Equity, Access, and Deployment (BEAD) Program? Telecompetitor checked state broadband office websites and polled states to find out. In the process, we obtained answers for most of the states.

Rumors continue to circulate that the rules for the BEAD program may change. However, stakeholders are urging the new NTIA administration to avoid delays, so hopefully states that have done a prequalification or letter of intent (LOI) process will not have to redo it.

It’s important to note that at least 38 states have begun or completed the process of accepting applications for BEAD funding, including four that already have selected awardees.

The following is what we learned about network operators that are cleared to apply for BEAD funding, either through a prequalification or an LOI process. We will continue to update this post as more information becomes available. Please consider bookmarking it so you can easily refer to it.

Providers Qualified to Apply for BEAD

Not every state that responded to Telecompetitor’s inquiry gave us a provider list. Some states — including Idaho, Ohio, Montana, New York, North Carolina, and Vermont — have not completed their prequalification process.

Others — including Colorado, Hawaii, Pennsylvania, and Washington — are handling the qualification process as part of the application process. Two states — New Hampshire and Missouri — declined to provide their lists of qualified applicants until awards are made.

Telecompetitor obtained lists of companies qualified to apply for funding or participated in an LOI process in 19 states. Most of those states referred to it as a prequalification process, although a few called it an LOI process.

Asked about the LOI process, a representative for the state of Virginia said, “Letters of intent were reviewed to ensure they met all submission requirements and were complete. Applicants will undergo a full screening process upon submission of their complete applications.”

Overall, hundreds of companies are cleared to apply for BEAD funding in the 19 states, including major publicly held telecom and cable providers, small rural telecom providers, rural electric companies, LEO satellite providers, fixed wireless providers (some of whom have begun to deploy fiber broadband), and others.

Many of the 19 states have cleared dozens of network operators. Some states are still adding to their lists as more providers are cleared — keep reading for our complete lists.

Digging Into the Details

Some companies were cleared to apply for BEAD funding under unfamiliar names. For example, Charter used its Spectrum name in some states, Brightspeed is sometimes listed as Connect Holding, and AT&T is listed as Indiana Bell and under other names.

Multiple companies appear on lists for two or more of the 19 states for which we obtained lists. Among these were at least six companies that appear on lists for at least six of the states:

  • Comcast (17 states)
  • SpaceX (14 states)
  • Charter (12 states)
  • Amazon Kuiper (10 states)
  • AT&T (9 states)
  • Brightspeed (8 states)

In addition, at least five companies — AMG/Nextlink, Conexon Connect, Cox, Frontier, and Windstream — are on the lists for at least five states.

Interestingly, as rumors continue that NTIA will change BEAD rules to shift more money toward SpaceX Starlink service, it’s worth noting that SpaceX isn’t the only low-earth orbit (LEO) satellite operator cleared to apply for BEAD funding. Amazon Kuiper is a rising contender in that market — and while we found SpaceX on qualified bidder lists for 14 states, Amazon Kuiper was not far behind, appearing on 10 states’ lists.

It’s also important to note that prequalifying to apply for BEAD funding doesn’t necessarily mean a company will apply. Nevertheless, the information below offers a preview of what may come.
